Rust forces EAC online and has not shipped the Arm64 EOS SDK, so EAC prevents launch on Windows on Arm just as on Linux.

Rust is marked not working on Windows on Arm. A newer Snapdragon X2 Elite or NVIDIA RTX Spark PC should not be treated as a fix unless the vendor ships Arm64 support or removes the blocker.
